Environmental Crime Enforcement Officer

Main Purpose of the job: Environmental Crime Enforcement Officer

To make a significant contribution to the delivery and performance of a dynamic, efficient and cost effective Environmental Enforcement Team by investigating enviro crime issues within the borough. This will require the issuing of fixed penalty notices & various other notices, prosecuting offenders when necessary and taking other formal/informal actions.

Summary of Responsibilities and Personal Duties: Environmental Crime Enforcement Officer

• To investigate all instances of enviro crime within the borough. This includes at the managers discretion the following
• To utilise and be responsible for surveillance equipment in order to gather evidence in accordance with prescribed legislation, guidance and code of practice.

• Issuing the license, taking money (not cash), chasing debt, preparing revocations for committee and any other work as necessary relating to the licensing of forecourts.

• Investigate complaints regarding flytipping, dog fouling, littering, abandoned vehicles, untaxed vehicles and vehicles for sale on the public highway. To carry out searches of waste deposited on the highway, and private land (where necessary) to ascertain defendant details.

• Working with staff within the team, other departments within the Council and external bodies to improve, enhance and promote cleaner streets within the borough.

• Carry out any other work relating to any other environmental issue within the remit of the Environmental Enforcement Team

• To prosecute offenders under: The Environmental Protection Act 1990, and other related criminal and environmental law. To issue Fixed Penalty Notices for littering and other offences which can be resolved through service of Fixed Penalty Notices. To effect enforcement by Anti Social Behaviour Orders where appropriate.

• To prepare as required complex correspondence, reports, memorandums etc. This includes responses to letters from members of the public, and members enquiries. To answer requests for information by telephone.

• Prepare statements of evidence and associated documentation, carrying out interviews and attend Court, Public Inquiries, etc., to give evidence on behalf of the Council where necessary under the prescribed legislation.

• Make full use of new technology available, including mobile communication, specialised technical equipment such as CCTV equipment in accordance with the duties of the post.

• Maintain concise manual and computerised record systems, and update as appropriate.

• Attend and participate at Committee, Sub Committee meetings, resident meetings, councilor meetings, other working parties and other departmental meetings as required.

• To manage workload to ensure that team and personal performance targets are met
• Undertake any duties consistent with the scope and functions of the post.

• Carry out all duties under the Cleansing Enforcement Team outside normal office hours and at weekends if required.

• Occasional flexible working across service teams may be required.

• Carry out duties of the Council under delegated authority or as assigned.

• Assist in carrying out the Council's environmental policy within the day to day activities of the post.

• Carry out duties with regard to Councils Equal Opportunities Policy.

• A knowledge and understanding of the broad Environmental Health role and its impact on society.
• A sound knowledge of legislation such as the Environmental protection Act 1990, Local Government Act, London Local Authorities Act 1990, and other related legislation.
• Of relevant legislation in the areas of nuisance vehicles, the Refuse Disposal (Amenity) Act 1978 and the Clean Neighbourhood Environment Act 2005.
