An excellent opportunity has arisen for an experienced Building Safety Levy Implementation Officer to support the London Borough of Ealing in establishing and implementing the new Building Safety Levy function.
This is a key project-based role where you will lead the implementation of levy processes, systems and governance arrangements, ensuring the Council is fully prepared to meet its statutory obligations. Working closely with colleagues across Building Control, Planning, Finance, ICT and Legal Services, you will play a pivotal role in creating a compliant and efficient levy administration framework.
Key Responsibilities- Lead the implementation and establishment of the Building Safety Levy across the Council.
- Design and document end-to-end processes covering assessment, billing, collection, enforcement and reporting.
- Develop operational procedures, templates and guidance documents.
- Work with ICT teams and system suppliers to configure, test and implement levy administration systems.
- Establish financial controls, invoicing processes, reconciliation procedures and revenue reporting arrangements.
- Coordinate data requirements across Building Control, Planning and Finance teams.
- Develop governance frameworks, audit controls and compliance processes.
- Identify implementation risks and introduce mitigation strategies.
- Deliver training and guidance to officers responsible for ongoing levy administration.
- Act as the Council's subject matter expert for Building Safety Levy implementation.
- Support the transition into business-as-usual operations.
We are looking for candidates with:
- Experience delivering projects, service implementations or process improvement initiatives, ideally within a local authority or public sector environment.
- Knowledge of financial administration, invoicing, reconciliation and reporting processes.
- Understanding of Building Control, Planning, Regulatory Services or similar environments.
- Experience developing operational procedures, guidance and service frameworks.
- Strong stakeholder management skills with experience working across multiple departments.
- Excellent analytical, organisational and problem-solving abilities.
- Strong written communication skills with the ability to produce clear procedural documentation.
- Ability to manage competing priorities and deliver to tight deadlines.
