Commissioning & Monitoring Officer

The Strategic Partnerships Team leads the development and delivery of services and support for those facing multiple disadvantages, including violence against women and girls (VAWG), drug and alcohol use and homelessness. This role will play a key part in supporting the implementation and delivery of the Hertfordshire VAWG strategy.

This is an exciting opportunity to play a key role in shaping and monitoring support for victims and survivors of violence against women and girls (VAWG) across Hertfordshire.

You will support the implementation and development of One Stop Shops across the county, working closely with the commissioned Mimram service, local partners and communities to improve access to support for victim-survivors. You will help ensure the service is delivered effectively, meets contractual requirements and responds to local need.

Working alongside the Development Manager and a fellow Commissioning and Monitoring Officer, you will monitor delivery of the One Stop Shop element of the Mimram contract, contributing to contract management activities, performance monitoring and continuous service improvement.

The role may also support wider VAWG prevention and awareness activity, including the development of a whole-school approach to VAWG across Hertfordshire. In addition, you may oversee the Sunflower website, newsletter and social media channels, helping to share information, raise awareness and promote available support. You will engage with a wide range of stakeholders to map existing provision, identify gaps and support the development of effective responses to emerging needs. Through analysis, partnership working and service monitoring, you will help ensure services remain accessible, high quality and victim-focused. You will work collaboratively with colleagues and partners across the county, contributing your knowledge, expertise and ideas to support shared objectives and improve outcomes for victims and survivors.

Essential criteria

• Demonstrable experience of working within the violence against women and girls sector, or within a related partnership, safeguarding or public service environment.
• Demonstrable experience of building effective partnerships and working collaboratively with a range of stakeholders to achieve shared objectives.
• Strong communication and interpersonal skills, with the ability to engage a range of audiences.
• Demonstrable experience of commissioning, contract management, performance monitoring or service development within a public sector, voluntary sector or other relevant sector.
• Experience of supporting the coordination or delivery of projects, programmes or partnership activity, including the ability to manage competing priorities and meet deadlines.
• Evidence of using information and data to support decision-making, identify trends, and contribute to service improvement, with strong attention to detail.
• Ability to work proactively and independently, as well as collaboratively as part of a wider team.
• • Competent in the use of IT systems including Microsoft Office (Word, Excel, PowerPoint), and ability to compile reports and interpret information.
  • Ability to travel across Hertfordshire to attend meetings and engage with partners, with access to a vehicle where required.

  Desirable criteria

  • Experience of monitoring commissioned services and reviewing performance against contractual requirements.
  • Experience of engaging and building relationships with a range of stakeholders, including statutory, voluntary and community sector organisations
  • Experience of supporting the implementation or mobilisation of new services, projects or initiatives.
  • Ability to manage multiple and varied workstreams effectively, balancing immediate priorities alongside longer-term objectives.
  • Ability to remain calm and confident when working in sensitive or complex environments, supporting constructive dialogue and maintaining focus on shared outcomes.
