Job summary

The Programme Manager will lead the effective planning, delivery and evaluation of Surrey and Sussex Training Hubs programmes that support the development of the primary care workforce. Working across the Training Hubs, Primary Care Provider Collaboratives and Integrated Care Boards, the post holder will provide programme leadership, coordinate workstreams and maintain robust oversight of delivery, quality, finance, governance, risks and benefits.

Main duties of the job

The role will build strong partnerships, use data and insight to inform decisions, and provide clear reporting to senior leaders and governance groups. The post holder will identify opportunities for collaboration and innovation, prioritise programmes at risk of non-delivery, and ensure activity remains aligned with local and national workforce priorities while achieving value for money and measurable impact.

1. Strategic Leadership and Programme Management

  • Understand and support the vision and strategic aims of Surrey and Sussex Training Hubs (S&STHs) for the Primary Care Workforce.
  • Provide leadership and direction for programme management across S&STHs, supporting colleagues within S&STHs, PCPCs and the ICB.
  • Lead designated S&STH programmes, including the professional management of programme support team members and oversight of their workstreams.
  • Prioritise programmes at risk of non-delivery and take appropriate action to mitigate risks and ensure successful outcomes.

  • Ensure programmes and projects are delivered on time, within budget and to the required quality standards.

  • Provide programme oversight and risk management to support innovative programme delivery whilst maintaining financial sustainability.
  • Monitor programme performance, identifying and mitigating risks and escalating issues where appropriate.

3. Workforce Development, Education and Training

  • Lead the continued development and expansion of education, training provision and workforce development opportunities for the Sussex primary care workforce.
  • Support Primary Care at Scale providers in progressing their role as high-quality clinical learning environments and placement providers.
  • Provide leadership, guidance and support to Nurse Educators working with General Practice to strengthen workforce capability, educational opportunities and professional development.
  • Work collaboratively with Federations, Practice Manager Associations, Primary Care providers and other training and development leads to progress workforce education and training opportunities across Sussex.
  • Identify and develop opportunities to enhance learning, career development pathways and multidisciplinary workforce initiatives across the primary care workforce.

4. Performance, Data Analysis and Reporting

  • Ensure robust data collection, monitoring and analysis are embedded within all programmes and projects.
  • Respond effectively to scheduled and ad hoc reporting requirements.
  • Develop and produce statistical and performance reports to inform decision-making and recommend management actions.
  • Track programme and project performance, providing regular updates to the S&STHs Senior Management Team and relevant governance groups.
  • Review, evaluate and communicate programme impact, outcomes and return on investment.

5. Stakeholder Engagement and Partnership Working

  • Develop and maintain strong working relationships across PCPCs, S&STHs, ICBs and wider stakeholder organisations.
