Scotland Excel is the Centre of Procurement Expertise for local government in Scotland. Established in 2008, they are a leading public sector shared service and operate as a non-profit organisation funded by Scotland's 32 local authorities.
Scotland Excel is looking for an Academy Tutor (Procurement) to join its Academy team, which designs and delivers nationally recognised learning and organisational development programmes that support the procurement profession across Scotland.
This is an exciting opportunity to play a key role in developing the skills and knowledge of procurement professionals within local government and the wider public sector. Working across a range of internal and external projects, you will be responsible for the development, management and delivery of procurement learning programmes that support Scotland Excel's strategic objectives while meeting the needs of customers and stakeholders.
You will create and deliver engaging learning content for both accredited and non-accredited programmes, facilitate workshops, assess work-based learning submissions and support quality assurance processes. Through the delivery of high-quality training and development programmes, you will help build procurement capability across Scotland, champion the sharing of knowledge and best practice, and ensure a positive learning experience for all participants.
The role also involves managing procurement training projects from inception to completion, including planning, research, stakeholder engagement, resource allocation, risk management and evaluation. Working with colleagues, customers and project teams at all levels, you will develop strong relationships to ensure programmes align with business objectives and deliver measurable outcomes. You will also contribute to identifying and developing commercially viable learning and development opportunities that support future growth and income generation.
We're looking for someone with significant experience in a senior procurement role, supported by a procurement qualification at SCQF Level 8/RQF Level 5 or above. You will have experience creating and delivering procurement learning programmes, assessing learner submissions and engaging effectively with a wide range of stakeholders. Strong communication, presentation, project management and digital skills are essential, along with the ability to work independently, lead initiatives and deliver results in a demanding environment.
You will be a professional, organised and self-motivated individual with a passion for learning and development. A flexible approach, strong commercial awareness and a commitment to excellent customer service will be key to your success. Experience within the public sector, a teaching qualification, knowledge of Moodle or other virtual learning environments, and membership of a relevant professional body would be advantageous but not essential.
