Salary: £40000 - £45000 with up to 5% performance-related bonus
Contract: 2-Year Fixed-Term Contract (with possibility of extension)
About the Role
We are seeking an experienced Procurement Officer to join a leading housing organisation on a 2-year fixed-term contract. Reporting to the Procurement Manager, you will play a key role in delivering the organisation's procurement strategy, managing end-to-end procurement exercises, and ensuring compliance with relevant procurement legislation, including the Procurement Act 2023.
This is an excellent opportunity for a procurement professional with public sector experience who enjoys managing complex procurement projects, engaging with stakeholders, and delivering value for money.
Key Responsibilities
- Lead and manage end-to-end procurement exercises across a range of categories
- Advise stakeholders on procurement routes, tendering strategies, and compliance requirements
- Manage procurement activity through the Delta e-Sourcing portal
- Prepare tender documentation, evaluation methodologies, and procurement notices
- Conduct commercial, financial, and regulatory assessments of tender submissions
- Support contract mobilisation, performance management, and supplier relationship management
- Monitor procurement compliance through audits and spend analysis
- Maintain contract registers and procurement records
- Identify cost-saving opportunities and deliver procurement efficiencies
- Support the development and improvement of procurement processes and procedures
- Deliver procurement guidance and training to internal stakeholders
About You
We are looking for a procurement professional who can demonstrate:
- Minimum 3 years' experience in public sector procurement
- Strong knowledge of the Procurement Act 2023 and public procurement regulations
- Experience leading works tenders (essential)
- CIPS qualification or equivalent procurement qualification
- Experience using e-sourcing platforms such as Delta
- Strong commercial analysis and tender evaluation skills
- Ability to manage multiple procurement projects simultaneously
- Excellent stakeholder engagement and communication skills
- Strong Excel and reporting capabilities
