Role Purpose Bowring Viaduct – Project Engineer
To provide independent technical, commercial, and programme oversight for the Bowring Park Viaduct project, ensuring that all assessment, design, procurement, and delivery activities are safe, compliant, value-for-money, and aligned with DMRB, CDM 2015, and Liverpool City Council standards. The role operates as an independent professional advisory function supporting successful delivery across the project lifecycle.
The scheme is currently at the Outline Design Stage, with a Design & Build Contract being utilised as the delivery mechanism.
The role is currently based in a Hybrid / Office role, whilst the design and Tender is developed.
When the Construction Contract is awarded, the role is also expected to undertake the role of NEC Supervisor and assisting other associated client roles (NEC Project Manager, Commercial Support etc.) in delivery of the scheme.
The works for the scheme are currently proposed as;
- Post Tensioned Concrete Repairs
- Waterproofing Replacement
- Resurfacing
- Bearing Replacement (dependent upon DfT Structures Fund allocation)
- Abutment Access Construction (Steps)
The consultant will provide end-to-end technical assurance and delivery support for the Bowring Park Viaduct scheme across pre-construction and construction phases.
- Delivery Support of Structural capacity assessment and bridge remediation strategy, including Category 3 (CAT3) load assessment and check
- Independent review of designs, risk assessment and method statements, and technical submissions.
- Technical coordination with the Technical Approval Authority (TAA)
- Procurement and contract preparation via Council frameworks
- Programme, cost, procurement and risk advisory support.
- Update the communication plan & stakeholder register and consult with relevant parties.
- Liaise/coordinate with the Principal Contractor pre-construction, reply to the Request for further information (RFIs) and Technical Queries (TQs)
- Construction-phase technical and contractual advice as required.
- Stakeholder Engagement both virtually and in-person.
- Tender Scope Production (Specification etc.)
- Tender Evaluation of various aspects (Quality)
- Provide independent technical review and professional opinion on all submissions.
- Ensure alignment with DMRB, Interim Advice Notes, CDM Regulations 2015, and Council standards.
- Coordinate specialist post-tensioned concrete and CAT3 assessment inputs.
- Provide advisory support and development to NEC-based contract delivery.
- Maintain independent oversight and development of programme, cost forecasts, and project risks.
- Function as a key technical interface while remaining independent of line management structures.
- Provide professional input to governance, audit, and Cabinet reporting.
