Job summary
Are you an experienced commercial leader looking for an opportunity to shape the future of community healthcare? The role combines strategic thinking with hands-on delivery, requiring someone who can move confidently between executive discussions, partnership forums, commercial negotiations and bid development activity.

Main duties of the job
The Head of Commercial Services and Partnerships provides senior leadership for ECCH's commercial development, partnership and bid activity. Working closely with operational, clinical and corporate teams, the postholder will identify, assess and develop opportunities that support service sustainability, business growth and improved outcomes for patients and communities.
The role is responsible for leading commercial opportunity development, coordinating bids, tenders and contract renewal submissions, supporting pricing and contract negotiations, and developing strong relationships with commissioners and system partners. The postholder will ensure opportunities are strategically aligned, financially informed, operationally deliverable and supported by robust governance. The role will also provide leadership to the commercial team, oversee partnership development activity, support senior decision-making through high-quality analysis and recommendations, and help translate organisational strategy into successful service developments, commercial opportunities and sustainable growth.
Please note, this position has the potential to be a hybrid role - there will be an option to work from home for some days - the pattern for this may vary according to demands of the job.

- Coordinate the development and management of ECCH's commercial development pipeline for core NHS and community healthcare services.

- Work closely with operational directors, deputy directors, service leads and clinical teams to understand service pressures, performance issues, capacity constraints and development opportunities.
- Act as a bridge between operational services and commercial development activity, ensuring that operational insight informs opportunity assessment, pricing, bid development and commissioner discussions.
- Facilitate workshops and engagement sessions with operational and corporate teams to develop service models, test assumptions, map pathways and identify delivery requirements.
- Support operational teams to describe current and future service models in ways that are clear, evidence based and aligned to commissioner priorities.
- Work with Transformation colleagues to ensure that service redesign opportunities are properly developed, costed, planned and handed over for implementation where appropriate.
- Ensure that proposed opportunities do not create unfunded risk, unmanageable operational pressure or unrealistic delivery commitments.

- Support the development of pricing models and commercial options for ECCH service opportunities, working closely with Finance, operational teams, Contracts and Procurement and the Executive Commercial and Transformation Director.
- Prepare pricing assumptions, activity analysis, workforce assumptions, risk assessments and options appraisals to inform commissioner discussions.
- Participate in commissioner discussions and negotiations as agreed, ensuring that ECCH's operational and commercial assumptions are clearly understood.
- Support the negotiation of contract values, service specifications, performance requirements, mobilisation requirements and delivery assumptions, within agreed governance and delegated authority arrangements.
